Yes Cory, it is rotary valve. I think all of the Webra four stroke line were rotary valve.
Below is a 40 a 60 and an 80.

Yet another Webra configuration with a tranny up front. Nice tuned pipe on this 61 Speed as well.
Obviously rear induction with a Dynamix carb.

A Webra 100 called a Fangine that never went into production. There were 20 engines made for testing purposes and I managed to track down #1 and #20. Very robust engine but were still blowing up due to the high rpm's. The designer recommended a slightly larger fan to compensate but Webra disagreed and the project was scrapped.
